Senior Assistant Majority Floor Leader Romero pledges support to EE&C bill

HOUSE OF REPRESENTATIVES, QUEZON CITY, 3 June 2018 – Senior Assistant Majority Floor Leader Michael L. Romero, of the 1-Pacman party-list seat in the House of Representatives of the 17th Congress and member of the Committee on Rules, sent Philippine Energy Efficiency Alliance (PE2) president Alexander Ablaza a note pledging support for the Energy Efficiency & Conservation (EE&C) bill as it expects the Committee on Rules to soon receive the said pending policy measure from the Committee on Ways & Means.

Ablaza had the opportunity to meet Rep. Romero during a plenary discussion among Philippine energy leaders of the recently concluded Power & Electricity World Philippines 2018, of which PE2 was a collaborating industry partner.

In a note sent earlier today, 3 June 2018, Rep. Romero said:

Dear Mr. Ablaza,

Thank you for acknowledging my presence in the last Solar Show Philippines dated May 23-24, 2018 at the SMX Convention Centre, Pasay City. […]

The energy sector is a robust industry that has a lot of opportunities and potential to future investors.   As a mere observer that day, I cannot remain in my chair and not give the House of Representatives perspective on the legislative bills, acts and resolutions being discussed upon by the speakers or at least being a ranking member of Congress give our full support to these pieces of legislation being discussed.

Let me first commend each and everyone of you for pushing particularly this "Energy Efficiency Act" and likewise all bills related to the Energy sector.  Both houses of congress need more people like your group to be the cornerstone of our legislative law making process.  I am sure you all know the legislative process but for purposes of review, after Chairman Dax Cua exhausts all issues with regards to your bill, a substitute bill will be crafted and would be the basis of a Committee Report (CR), thus the reason why the substitute bill has no number as HOR will now track it through its new CR number.  After a votation of the Committee Report at the Committee level, Chair Dax would present this CR to US, the Rules Committee.  It is here wherein the real legislation process starts to kick in and may I  commit myself in shepherding and defending this bill for second and eventually third reading.  I shall also submit myself as the Rules Committee representative to the Bicameral to see to it that this energy efficiency act would eventually becomes a law of our land during this 17th congress.

Again, as part of the majority leadership at the House of Representatives, may we reiterate our position to push forward "Proper Legislations" of your power and energy sector, which should always be in unison with the overall benefit of the consuming public. Your motivation to help our country move forward in unequalled.

Thank you.

Sincerely,

Rep. Michael L. Romero. PHD
