PE2 shares views on EE as stimulus in global energy event

DUBAI, UAE, 12 August 2020 – Asia-Pacific ESCO Industry Alliance (APEIA) Co-chair and Philippine Energy Efficiency Alliance (PE2) president Alexander Ablaza presented earlier today PE2’s position on promoting accelerated government spending on public sector energy efficiency (EE) as an effective stimulus activity in a post-COVID19 economic recovery. The PE2 paper was presented during the webinar “Energy Efficiency: The New Normal in Asia,” as part of the Global Energy & Utilities Digital Week (GEUDW) event of Informa Markets. The much-attended EE webinar gathered at least 1,315 online participants from around the world.

Ablaza highlighted the PE2 efforts to include EE in stimulus legislation in the Philippines, citing the following justifications: [a] EE is a proven cost-effective and swift job generator; [b] EE has demonstrated speed of delivering economic impacts; [c] EE poses minimal local environment impacts; [d] EE delivers optimal climate change mitigation impacts; [e] Public buildings will need USD 1.32 billion to shave 1.6 TWh/yr in annual consumption; [f] The Philippines has over 2 decades experience in EE market transformation; [g] Government financial institutions will need to scale-up concessional EE lending; [h] Local economy will need USD 240 billion in EE capital through 2040; [i] EE&C Act provides policy framework for EE stimulus activities; and, [j] EE should be treated as infrastructure.

Ablaza also reported that PE2’s labor market survey in May 2020 has shown various government agencies and Congress that EE can create 45% more jobs than mainstreamed infrastructure programs for the same amount of stimulus funding.

APEIA was a co-organizer of Informa Markets, having invited Ali Al Jassim, CEO of Etihad Energy Services (UAE) to present its super-ESCO model, and Dr. Kevin Lane, a senior policy analyst of the Energy Efficiency Division of the International Energy Agency (IEA) to discuss the global urgency to manage the rising need for cooling through more efficient technologies through 2040.

PE2 is an industry partner of Informa Markets for PhilEnergy 2021, a major energy event to be hosted in the Philippine in late March 2021.
