PE2 invites DOE, BOI for EE panel in Powertrends 2019
PASAY CITY, 4 September 2019 — The Philippine Energy Efficiency Alliance (PE2), as partner of Leverage International’s Powertrends 2019, led earlier today an energy efficiency panel discussion with invited panelists from the Department of Energy (DOE), the Board of Investments (BOI) and from among its active members, MServ and Signify Philippines. For the first time during its 14-year history, Powertrends 2019 featured an energy efficiency session organized in partnership with PE2. The session was entitled, “Energy Efficiency and Conservation Act: Could its evolving IRR be the Game Changer Needed by the Electricity Market?”
Following an ice-breaker presentation on the newly enacted Energy Efficiency and Conservation (EE&C) Act by DOE Assistant Secretary Robert B. Uy, PE2 president Alexander Ablaza moderated a discussion on the anticipated gaps, measures and next steps arising from the short-term implementation of Republic Act no. 11285, as well as the 2030 predictions of the local energy efficiency market.
Joining PE2’s Ablaza and DOE’s Uy in the panel were BOI Governor Napoleon E. Concepcion, PE2 trustee and MServ COO Ronaldo R. Torres and PE2 trustee and Signify Phils country GM Jagannathan Srinivasan.
Each of the 4 panelists opened the discussion with their vantage points of how the new EE&C Act and its evolving IRR will change the landscape of the energy efficiency market and meet their own medium- and long-term objectives. Because enforcement and immediate implementation of any new law almost always face challenges especially when affected stakeholders adjust to the new policy framework, the panel also presented the most prominent gaps to bridge, barriers to knock down or challenges to surmount as Republic Act no. 11285 is enacted.
Ablaza explained that the International Energy Agency (IEA) paints an "Energy World Scenario" for 2040, wherein the world can double its economic output by 2040 on the same quantum of energy supply we have today if, and only if, all governments and markets accelerate reforms to mobilize $24 trillion in energy efficiency capital across all energy end-use sectors. In the Philippines, PE2 estimates that P 12 trillion will need to flow toward energy efficiency projects, investments and market transformation to shave 182 Mtoe in the next 21 years. On that context, each of the panelists shared their opinions on how their respective agency or organization or sector moves the market toward this goal.
Ablaza also asked the panel how different the energy efficiency market would be 11 years from now, “Would we, as an economy, be able to treat and plan energy efficiency finally as a resource in the local energy mix?”
This year’s Powertrends series was held on 3-4 September 2019 at the SMX Convention Center in Pasay City. Leverage International invited PE2 to be a supporting organization of the 2-day event.
Now on its 14th edition, Powertrends has proved to be an effective platform and a valuable source of business and information sharing between the energy industry and the government. First organized in 1995 with the DOE and the National Power Corporation, Powertrends is the largest and longest-running international energy event in the Philippines. It is a major international event where every company and individual involved in any aspect of power and energy comes to exhibit, or visit or attend its conferences.
Powertrends international exhibition and its conferences are attended by CEOs and senior officials of private and government energy-related companies, businessmen, contractors, investors and representatives of financial institutions. The occasion provides a platform for close interaction among energy players and government authorities ensuring opportunities for privileged networking and business exchanges.
