TAGUIG CITY, 22 July 2021 – The Department of Energy (DOE) invited the Philippine Energy Efficiency Alliance (PE2) to participate in a technical working group (TWG) organized to support the DOE in formulating the implementing guidelines enforcing the standards and the assessment process related to Certified Energy Conservation Officers (CECO), Certified Energy Managers (CEM) and Certified Energy Auditors (CEA). The 5th meeting of this TWG was held via a virtual platform earlier today.

DOE issued on 11 January 2021 Department Circular no. DC2021- 01-0001 entitled "Guidelines for the Qualifications, Assessment, Registration and Certification of Energy Conservation Officers (CECO), Energy Managers (CEM), and Energy Auditors (EA)” pursuant to Republic Act No. 11285 or The Energy Efficiency and Conservation Act. The guidelines establish a system for the qualification, requirements, review, and evaluation process for the assessment and certification of CECOs, CEMs and CEAs by relevant agencies towards raising the professional standards. In line with this, the Training Regulations for CECO have been finalized and final competencies of Certified Energy Managers (CEM) and Certified Energy Auditors (CEA) have been drafted through the previous four TWG meetings.

The 5th meeting was chaired by Director Patrick T. Aquino of the DOE Energy Utilization Management Bureau (EUMB), with the support of EUMB OIC Assistant Director Artemio P. Habitan and OIC Division Chief Jimwel B. Balunday of the DOE Energy Efficiency & Conservation Program Management and Technology Promotion Division (EPMPD).

The PE2 team was led by its TWG principal representative Raymond A. Marquez, who concurrently heads the ESCO sub-committee of the PE2 Policy Committee. Fellow PE2 officers Alexander Ablaza and Theresa Acedillo-Lapuz likewise attended as PE2’s TWG alternate representatives.

Aside from PE2, representatives of the Department of Science and Technology (DOST), Meralco Power Academy (MPA), the Energy Efficiency Practitioners Association of the Philippines (ENPAP 4.0), the Philippines Institute of Energy Management Professionals, Ins. (PIEMPI), Technical Education and Skills Development Authority (TESDA), and Commission on Higher Education (CHED) were invited to the TWG meeting.

PE2 thanked DOE for inviting the Alliance into the TWG, and welcomed the opportunity to contribute expertise as the TWG crafts competency standards and relevant guidelines for individual CECOs, CEMs and CEA, and more especially for CEAs as entities.

PE2 committed to review the emerging matrices of competencies for individual CECO, CEM and CEA. The Alliance intends to look deeper into competencies relating to energy audits for CEM and CEA, and will also review common and core competencies related to use of energy audit tools, and the core competencies in relation to the level of energy audit required by DOE.
