PE2 hails BOI, DOE recognition of pioneer complex EE project of PDDC

MUNTINLUPA CITY, 18 February 2026 – Philippine Energy Efficiency Alliance (PE2) president Alexander Ablaza personally congratulated the Philippine DCS Development Corporation (PDDC) for being officially recognized by the Board of Investments (BOI) as the country’s first operator of a Third-Party Project Developer (TTPD)-initiated complex energy efficiency (EE) project eligible for fiscal incentives under the CREATE MORE Act. PE2 likewise welcomed the endorsement of the Department of Energy (DOE) and the approval of BOI of this landmark registration for EE fiscal incentives during the recognition rites held earlier today at the Palms Country Club, Filinvest City, Alabang.

Leading the BOI delegation were BOI Chairman and Department of Trade and Industry (DTI) Secretary Cristina A. Roque, BOI Vice Chairman and Managing Head and DTI Undersecretary for Industry Development and Trade Policy Group (IDTPG) Dr. Ceferino S. Rodolfo, and BOI Industry Development Services Executive Director Ma. Corazon Halili-Dichosa. Representing Dr. Rose Marie O. Mendoza of the Energy Division of the BOI Resource-Based Industries Services were Senior Investment Specialists Romalyn R. Manalo and Czerr Eljohn V. Cruz.

DOE was represented by Director Patrick T. Aquino of the Energy Utilization Management Bureau.

PDDC, a joint venture of Filinvest Development Corporation and PE2 regular member ENGIE Services Philippines, is the proponent of the Festival Mall district cooling system project which sought fiscal incentives through the DOE endorsement and BOI registration under the CREATE MORE Act and the Energy Efficiency and Conservation Act. Filinvest Development Corporation CEO Rhoda “Chiqui” A. Huang, COO Ysmael V. Baysa, and CFO Ana Venus A. Mejia were joined by FilREIT Corporation CEO Maricel Brion-Lirio, Filinvest Land VP for Special Projects Ron Michael B. Garcia, Festival Mall GM Yvette P. Dizon, Filinvest Pro-Excel Property Managers FVP and COO Bienvenido B. Cruz, PDDC GM Jonathan Z. Urbano, PDDC VP and Business Development Head Maria Rosario N. Balagot. ENGIE Services Philippines was represented by Managing Director Jean-Baptiste Dreanic and Business Development Officer Mycel Lava-Olesco.

On 25 November 2025, BOI announced it has approved the registration of the PDDC’s complex EE project, with a total investment of around Php400 million. BOI reported that the project focuses on retrofitting and upgrading a facility’s cooling system to enhance reliability and energy efficiency. Once completed, the initiative is projected to save 36% of energy annually, which amounts to approximately 168 gigawatt-hours (GWh), and is equivalent to avoiding about 118,040 metric tons of carbon dioxide (CO₂) emissions. These considerable reductions highlight the project’s role in advancing energy efficiency and supporting a low-carbon economy in the country.

As a TPPD, PDDC undertakes EE projects on behalf of client companies, providing the technical expertise and investment capital necessary to deliver long-term operational savings and emissions reductions.
