MUNTINLUPA CITY, 16 July 2021 – Collaborating to increase market awareness of the Energy Efficiency and Conservation (EE&C) Act and the energy service company (ESCO) business model in the building and facility management sectors, officials of the Department of Energy (DOE) and the Philippine Energy Efficiency Alliance (PE2) spoke earlier today at an energy efficiency (EE) webinar of PE2 member Concepcion-Carrier Air Conditioning Company’s Alstra and AdvanTEC business units. The webinar “Transforming the Market: Better Buildings through Energy Efficiency” assembled a panel which covered the EE policy, financing and ESCO service pillars of transforming the building sector through accelerated EE adoption.

Dir. Patrick T. Aquino of the DOE Energy Utilization Management Bureau (EUMB) focused on the obligations of designated establishments, the role of ESCOs and fiscal incentives available under the EE&C Act. During the Q&A session, he explained that the DOE will be tightening the enforcement of the EE&C Act starting 2022, and expects all three types of designated establishments to fully comply with their obligations after an enforcement grace period through the pandemic.

PE2 president Alexander Ablaza presented various EE financing options for the building and facility management sectors to consider under a broader objective of bridging the economy’s P 12 trillion EE capital gap through 2040. He shared PE2’s position that while the business-as-usual self-financed and debt-financed modalities has the potential to mobilize P 4 trillion, the P 8 trillion lion’s share will need to be invested outside the balance sheets of the designated establishments and other energy end-users through innovative modalities such as ESCO performance contracting, public-private partnership transactions, joint-venture agreements and large-scale Government EE replacement programs.

Ablaza said, “ESCOs here and abroad have placed their trust in the energy savings performance of larger cooling or HVAC efficiency improvement projects, such as chilled water plant upgrades, chiller optimization, district cooling systems and even the large-scale replacement of smaller room air conditioning systems.”

Alstra Head of AdvanTEC Service Operations Niño C. Falamig and AdvanTEC Energy Audit Lead Paul Jeremiah de Leon introduced Alstra’s AdvanTEC services and how buildings can achieve optimal energy performance through these audit and EE services.

Alstra Climate Control Solutions GM Willy Estrella, and Head of Service Sales Operations Terry Barredo delivered the opening and closing remarks, respectively.

Alstra is recognized as an industry leader for building and industrial solutions. CCAC’s Alstra Division was accredited by DOE as an ESCO on 15 October 2019 and is an active Regular A member of PE2.
