DOE-EUMB and PE2 discuss next steps for ESCO sector

TAGUIG CITY, 31 January 2020 – The Energy Utilization Management Bureau (EUMB) of the Department of Energy (DOE) and the Philippine Energy Efficiency Alliance (PE2) held earlier today a coordination meeting to discuss alignment of objectives and activities relating to the certification and engagement of energy service companies (ESCOs) and other policy issuances arising from the recent approval of the Implementing Rules and Regulations (IRR) of the Energy Efficiency and Conservation (EE&C) Act. The meeting was held at the DOE-EUMB offices.

Both DOE-EUMB and PE2 coordinated their respective roles in the upcoming ESCO Certification Workshop, to be held in partnership with the ASEAN Low Carbon Emissions Programme (LCEP) of the UK Foreign and Commercial Office. Both entities also exchanged views on the need of responsive ESCO certification guidelines, as well as subsequent policy issuances relating to fiscal incentives, designated establishments and the Government Energy Management Program.

DOE-EUMB also updated PE2 on the Department’s issuance of the Department Orders relating to the establishment of the Inter-Agency Energy Efficiency and Conservation Committee and the operationalization and strengthening of the EUMB under the EE&C Act.

Representing DOE-EUMB were Director Patrick T. Aquino and EE&C Division Chief Artemio P. Habitan. PE2 was represented by Alexander Ablaza, Raymond A. Marquez, Theresa Acedillo-Lapuz, Andrew C. Yan and Luigi G. Eusebio. Marquez heads the ESCO Sub-committee of the PE2 Policy Committee.
