TAIPEI, 31 July 2019 – Philippine Energy Efficiency Alliance (PE2) president and Asia-Pacific ESCO Industry Alliance (APEIA) co-chair Alexander Ablaza joined key representatives of 5 other APEIA member organizations in an international ESCO seminar hosted by the Taiwan Green Productivity Foundation (TGPF) on behalf of the Bureau of Energy of the Republic of China.
Ablaza was invited by TGPF to speak on the new Energy Efficiency and Conservation (EE&C) Act and how such new policy framework impacts the ESCO and energy efficiency markets in the Philippines. His 40-minute presentation showed how the new law evolved through a four-decade legislative journey, and the Act’s salient features relating to Government roles and projects, certification of professionals and ESCOs, energy performance standards and labeling, obligations of designated establishments, fiscal and non-fiscal incentives, waste management, penalties, criminal liability, congressional oversight and other miscellaneous features. He correlated the new policy with the 2040 targets of the EE&C roadmap of the Philippines, and how it could help grow the ESCO industry through the next two decades. Wearing his APEIA hat, Ablaza was also asked to briefly present on the newly forged Joint Statement to Form the Asia-Pacific ESCO Industry Alliance, its objectives and immediate next steps of the regional platform for knowledge sharing, resource mobilization and cross-border business development.

A senior representative of the Trisakti Sustainability Center of Indonesia also shared how the government’s financial services authority is enabling green finance in spite of the lack of an enabled ESCO industry.
